What Is a PEO?

A Professional Employer Organization, or PEO, enters into a co-employment relationship with your business. Your employees remain your employees in every practical sense, but the PEO becomes the employer of record for tax and benefits purposes. This gives your team access to Fortune 500-level benefit packages at small business prices, while the PEO handles payroll processing, HR compliance, workers compensation, and benefits administration.

PEOs make the most sense for businesses that want to stay in control of their workforce while offloading HR complexity. They work best for companies with employees in a single state or a handful of states.

What Is an EOR?

An Employer of Record, or EOR, fully employs your workers on your behalf. Unlike a PEO, there is no co-employment. The EOR is the legal employer, handling all compliance, payroll, and benefits in the jurisdictions where your workers are located. You direct the work, the EOR handles everything else.

EORs are typically used when a company needs to hire workers in states or countries where they do not have a legal entity. They are faster and more flexible for international expansion or hiring in new markets.

Which One Is Right for You?

  • Choose a PEO if you want better benefits at lower cost, need HR infrastructure, and want to stay in control of your team.
  • Choose an EOR if you are hiring in new states or countries quickly and do not want to set up legal entities.
